スポーツで「on the bench」は控え選手としてまだ出場していない状態を表します。転じて、何かの活動に参加していない時にも使われます。

Usage Notes (Japanese)

サッカーやバスケなどのチームスポーツで使われます。「sit on the bench」「left on the bench」などの形がよくあります。法律用語（裁判官のベンチ）とは区別してください。
