特に理由もなく、長時間その場をうろついたり立ち止まったりすること。

Usage Notes (Japanese)

公共の場所で使われることが多く、疑わしい行動やマナー違反とされる場合がある。“no loitering”は「たむろ禁止」の意味。カジュアルな“hang around”よりもかたい表現。
