何かを公式に、はっきりと、または公に発表すること。発表、決定表明、法的または公式な理由で使用されます。

Usage Notes (Japanese)

主に公式や法的な場面で使われる。'declaring independence'（独立を宣言する）、'declaring bankruptcy'（破産を宣言する）などの表現に使う。日常会話ではあまり使わず、その場合は'言う'や'発表する'などが一般的。
