誰かが借金や失敗、義務などの責任を負わなければならない状態です。よく問題や損失の責任を取らされる場合に使われます。

Usage Notes (Japanese)

カジュアルで口語的な表現です。主にお金や非難・義務を負う状況で使われます。「on the hook for the bill」は「支払いの責任がある」という意味です。良い責任の場合には使いません。
