何かが記録に残るとは、それが公式に書き残されたり、公的に発言されたりして、後で参照できる状態のことです。

Usage Notes (Japanese)

法的、公的、ジャーナリズムの文脈でよく使われます。「go on record」「for the record」などのフレーズとしても使われ、非公式な発言には適しません。
