失敗や恥ずかしい出来事が原因で、他人から笑いものにされる人や物。

友達同士の軽いからかいではなく、公然と恥をかいてみんなに嘲笑される場面で使う表現です。「become a laughing stock」や「make (someone) a laughing stock」のようによく使います。
