鳥やヘリコプターのように、その場で空中にとどまること。また、誰かの近くにいて離れない様子も表す。

Usage Notes (Japanese)

鳥や虫、ドローンなどに使われる他、人がそばを離れずにいる様子にも使う。'hover over'は「～の上にとどまる」や「そばで監督する」などの意味がある。躊躇や不安定な状況にも用いる。
