사람들이 어떤 일에 대해 많이 말하게 하다. 보통 놀랍거나 충격적이거나 흥미로운 일이 있을 때 소문이나 이야기가 돌게 한다는 뜻이다.

관용적이며 다소 비격식적인 표현이다. 주로 스캔들, 놀라운 소식을 설명할 때 쓴다. 과거형에서 자주 사용됨. 실제로 혀를 흔든다는 뜻이 아님.
