誰かが「口パクする」とは、音を出さずに唇だけを動かして言葉を伝えたり、相手に聞こえないように口だけ動かすことです。

Usage Notes (Japanese)

多くは物語や会話の描写で使われ、'She mouthed "sorry"' のように何と言ったかを後ろに続けます。ささやく（whisper）とは違い、声が出ないことが多いです。形だけ口にする、心がこもっていない場合にも使います。
