劫掠者是指在戰爭、災難或執法薄弱時偷竊財物的人。

專指在混亂時期（如災難、騷亂）搶劫的人羣，不是一般的小偷。「looters」常見於新聞報導，多用複數，語氣負面。不要和一般盜賊混用。
