体を横にして休む、または物をそっと置くこと。規則や方針などを公式に決めるという意味もある。

Usage Notes (Japanese)

休むときは「横になる」、物を置くときは「置く」、「規則を定める」はフォーマル。寝るときは「寝る」を使う。「lay down the law」は厳しく規則を定める意味。
