物や制度などが正しい位置や状態にあること。また、規則や仕組みが実施・整備されていること。

Usage Notes (Japanese)

物の配置や、規則・システムが実施中である場合に使います。'measures in place'や'everything is in place'のような使い方が一般的。'replace'（取り替える）とは異なります。
