「empty suit」とは、一見重要そうに見えるが、実は能力や実績がない人を指します。特に管理職や幹部に使われます。

必ず非公式で否定的な表現です。上司や幹部など、実力のない人を皮肉る時に使われます。ポジティブな意味では使いません。
