船やボートが水に沈みかけている状態、または計画や事業・関係がうまくいかず失敗している状態を表します。

Usage Notes (Japanese)

主に文語やフォーマルな表現で使われます。船の沈没にも、事業や人間関係などが失敗しつつある時にも用います。「floundering（もがいている）」とは違う意味です。
