Bir kişi 'suçlu' ise, bir sorun, hata veya kazadan sorumlu tutulur.

Resmi ya da yarı-resmi durumlarda, özellikle hata veya kazalarda kullanılır. 'at fault for', 'who's at fault' gibi kalıplarla geçer. Övgü anlamı yoktur, sadece sorumlulukla ilgilidir.
