「whom」は「who」の目的格で、動作を受ける人や前置詞の後にくる人を指します。現在は主にフォーマルな英語で使われます。

現代英語では会話で 'whom' の代わりに 'who' が多用されますが、'to whom' など前置詞と一緒の表現はフォーマルな文で使われます。答えが 'him/her/them' になる場合は 'whom' が適切です。
