「公共」や「公衆」は、特定の人に限らず全ての人のための、または全員に関わるものを意味します。

Usage Notes (Japanese)

‘Public’は形容詞（例：public park）や名詞（例：the public）として使います。公共の場所・サービス・情報など、誰でも利用できるものによく使われます。'in public'は他人の前で、という意味。
