請願は、多くの人が署名して権力者や団体に何かの変更や行動を求める正式な文書です。書面などで正式にお願いする意味もあります。

多くの場合、公式や法律的な状況で使います。'請願に署名する'や'オンライン請願'などの表現があります。動詞で使うこともありますが、日常会話では少ないです。
