フォーマル・インフォーマルどちらでも使える言葉です。'explain to someone'（誰かに説明する）、'explain the rules'（ルールを説明する）などで使います。'explain about' の形は使わず、'explain something' や 'explain to someone' を使います。'why', 'how', 'what' の疑問詞とよくセットです。
