物事を構成したり、～とみなされたりすること。複数の要素で全体を作り上げる場合によく使われます。

Usage Notes (Japanese)

主に法律や科学、公式な文章で使われ、日常会話ではあまり使われません。『constitute a crime』（犯罪を構成する）のように、要素が集まって何かになる意味です。
