かつての公開罰で、人に熱いタールを塗り、羽を貼り付けること。現代では、公然と厳しく罰したり、辱めたりする比喩としても使う。

現代では比喩として使われることが多く、非公式やメディアで、人を公然と非難・辱める意味で使う。字義通りの使い方はほとんどない。
