動きや進展がなく、停滞している状態。水や経済、状況などで変化がない時に使う。

Usage Notes (Japanese)

「stagnant water」は動きのない水、「stagnant economy」や「stagnant career」など進歩のない状況にもよく使われます。「static」とは意味が異なります。
