相手の行動に対して罰を与えるために行われる、害を与える措置です。主に紛争や戦争などの場面で使われます。

Usage Notes (Japanese)

『報復措置』や『報復行為』は主に国同士や組織間で使われ、個人同士の復讐（リベンジ）とは区別されます。「fear of reprisals」＝「報復を恐れる」などの表現で使われます。
