医師などが患者に薬や治療法を正式に指示すること。また、規則や基準を定める意味でも使われます。

主に医療現場で「prescribing medication」として使われます。「describe」とは異なり、命令・指示や規定を意味します。「prescribing standards」は基準を定める場合に使われます。
