制服ではなく普段着を着ている状態で、特に警察官や警備員が身分を隠して活動する時に使われます。

Usage Notes (Japanese)

主に『私服の警官』『私服刑事』のように名詞の前に付けて使います。日常のカジュアルな服装には使いません、警察などが身分を隠す場合に限定されます。
