お金や物資が不足しているときに、新しく買わずに今持っているもので工夫して修理しながら使うという意味の表現です。

英国英語特有の表現で、第二次世界大戦時の節約精神を表します。直訳でも比喩でも使いますが、日常会話では少しフォーマルまたは懐かしいニュアンスがあります。
