「forbade」は「forbid」の過去形で、誰かに何かをしてはいけないと強く、または公式に言ったことを指します。
Usage Notes (Japanese)
「forbade」は改まった言い方で、特に親や先生など権威がある人が使います。「prevent」（物理的に妨げる）とは異なります。会話ではあまり使いません。
