特定の目的のために資金やリソースを正式に確保すること。何かを特別な用途に割り当てる意味もある。

主に予算や事業計画などフォーマルな場面で使われます。「earmark funds（資金を割り当てる）」などがよく使われる表現です。日常会話ではあまり使いません。
