お酒を飲みすぎて、ほとんど動けなくなるほど酔っぱらった状態。

とてもくだけた言い方で、主にイギリス英語で使われます。友人同士で使い、フォーマルな場面では使わないでください。「get blotto」や「was absolutely blotto」としてよく聞きます。
