Definition

在两个选择之间犹豫不决，或者不稳定地来回晃动。既可以指做决定时的犹豫，也可以指物理上的动摇。

比“犹豫(hesitate)”更正式或书面化，常用于表达在两者之间拿不定主意（'waver between A and B'），也可指不稳定的物理晃动（如烛光wavers）。不常用于技术或商业决策。
