배가 ‘물이 들어오다’는 것은 손상이나 구멍 때문에 물이 배 안으로 들어온다는 뜻입니다. 비유적으로는 어떤 일이 심각한 문제에 처했음을 나타냅니다.

주로 배에 대해 쓰며, 비유적으로는 계획이나 조직이 어려움을 겪기 시작했을 때도 쓴다. 다른 상황에서는 거의 사용하지 않는다.
