何も動かず進展もしない、すべてが止まっている状態を表します。
Usage Notes (Japanese)
多くは「at a standstill（停止して）」の形で使われます。交通・交渉・計画などが進んでいない状況によく使われます。動詞としては使いません。
Examples
The traffic came to a standstill because of the accident.
事故のため、交通が完全に**停止**した。
The negotiations are at a standstill right now.
現在、交渉は**行き詰まり**の状態だ。
