誰かが話しているとき、大きな声や騒ぎでその人の声をかき消して聞こえなくすること。議論や会議などでよく使われる。

否定的なニュアンスで使われることが多いです。「be shouted down」は受け身で、その人が声にかき消されたことを意味します。抗議や集会でよく使います。
