Definition

他人の過ちや問題の責任を不当に押し付けられる人や集団のこと。実際の犯人ではなく、責任転嫁の対象。

Usage Notes (Japanese)

複数形で使うことが多く、『scapegoatsに仕立てる』で他人に責任転嫁する意味。政治や職場、メディアなど幅広く使われる。実際の加害者（culprit）と混同しないよう注意。
