あるものが過剰に活動的というのは、必要以上に働いたり反応したりして、時に問題を起こす状態を指します。主に臓器や想像力などで使われます。

'overactive thyroid'（過剰な甲状腺活動）、'overactive imagination'（想像力が豊かすぎる）など、医学的や心理的な文脈でよく使われます。人自体に直接はあまり使いません。
