誰かがこっそりとお金や報酬（たいてい賄賂）を受け取り、不正なことや違法なことをしている状態です。
Usage Notes (Japanese)
主に警察官や公務員などが賄賂を受け取っている場合に使われる口語的表現です。公然と盗む場合ではなく、秘密裏に賄賂を受け取る意味です。
