誰かが不満や不快感、軽い怒りを感じている時に丁寧に表現する言い方です。強い怒りほどではありません。

直接「怒っている」や「とても不満」と言うよりも柔らかい表現です。丁寧な場面や遠回しに不快感を伝えたい時によく使います。
