立法者是有权制定或修改法律的人，通常是议会或国会等政府机构的成员。

通常指被选举或任命，有官方制定法律权利的人，尤其是在民主制度中。常见搭配有“州立法者”或“联邦立法者”。不要与“legislature”（立法机关）或“lawmaker”（美国较常用的同义词）混淆。
