法律や規則を正式に決定して実施すること。また、劇などで場面を演じることも指します。

Usage Notes (Japanese)

主に法律や政策を正式に施行する場面で使われます（例：'enact a law'）。日常会話ではあまり使いません。演劇では「場面を演じる」という意味もあります。
