場所に、通常は不快なものや予想外のものがとてもたくさんいる・ある状態を表します。

Usage Notes (Japanese)

カジュアルな表現。害虫・警察・人ごみなど好ましくないものに使うことが多いです。良いものには使いません。「crawling with ants」や「crawling with tourists」のように名詞の複数形を伴います。フォーマルにはあまり使わないでください。
