何かが正しい、正確、あるいは基準を満たしていることを正式に認める・証明することです。通常は書面で行われます。

「certifying」は公的・法律的な場面でよく使われます。「certifying documents（書類を証明する）」のように、権威や公式な基準が関わるときに使います。「verify（確認する）」よりも正式な手続きが必要です。
