相手の名前や肩書きが分からない場合に、手紙や書類の冒頭で使うとてもフォーマルな表現です。

非常にフォーマルです。ビジネス文書や推薦状など、受取人が分からない場合だけ使います。メールやカジュアルなやり取りでは避けてください。宛名が分かる場合は『○○様』を使いましょう。

To whom it may concern, I am writing to request my employment records.
