用於表示「無論是誰」或「任何人」，不強調具體是哪一個人。也可以用來引導子句，表示這個人的身分未知或不重要。

它常見於較規範或稍正式的英語中，但在日常口語裡也很常用。常見結構有 'whoever wants to come'、'give it to whoever answers'，也可用於加強語氣，如 'Whoever told you that?'。不要和 'who's ever' 混淆，兩者不同。
