手早く作る（感情を）かき立てる

Definition

特に料理などを素早く作ること。または、人々の感情（興奮や怒りなど）を強く引き起こすこと。

インフォーマルな表現で、料理を素早く作る時や、感情を盛り上げるときによく使われます。直訳の「鞭で打つ」意味ではありません。'whip up something' の形が多いです。

I can whip up some pasta in ten minutes.

私は10分でパスタを**手早く作れます**。
