物事や人を実際よりも重要性や価値が低いと考えること。能力や努力を正当に評価しない場合に使います。

ややフォーマルな言葉で、誰かの実力や価値を正しく評価しないことを注意する時によく使います。「underrate the importance」「underrated actor」などの表現が一般的。「underestimate」（量や難しさについて）と混同しないようにしましょう。
