他人をだまして自分の目的を達成しようと、ひそかに策略をめぐらす人。多くの場合、否定的な意味合いがあります。

Usage Notes (Japanese)

通常は大人に対して使われ、否定的なニュアンスが強いです。「政治的な策士」や「策略の名人」といった表現で使われます。「dreamer（夢想家）」とは混同しないようにしましょう。
