배급제는 자원이 부족할 때, 모두가 공평하게 나눠 가질 수 있도록 한 사람마다 받을 수 있는 양을 제한하는 제도입니다. 주로 전쟁이나 위기 시기에 사용됩니다.

'배급제'는 전쟁, 위기, 자원 부족 등 공적인 상황에서만 씁니다. 'food rationing', 'fuel rationing'처럼 특정 자원을 제한할 때 사용하고, 일상적인 제한에는 사용하지 않습니다.
