この言葉は、まだ思春期（ティーンエイジャー）にはなっていないが、幼児より年上のおおよそ9〜12歳の子供を指します。

Usage Notes (Japanese)

医学や教育の分野でよく使われるやや固い表現で、日常会話ではあまり用いません。「preadolescent child」で“思春期前の子供”の意味になります。年齢層を指し、性格や行動とは関係ありません。
