液体や物が限界を超えて別の場所に入り込んだり、ある状況や活動が他の場所や物に影響を及ぼし始める時に使います。

Usage Notes (Japanese)

物理的な場合（水や人ごみ）にも抽象的な場合（問題や感情）にも使われます。「隣の部屋にあふれる」「問題が学校に波及する」のように使われ、やや硬めの表現です。
