不機嫌だったり、聞かれたくなかったりして、とても小さい声で話すこと。

Usage Notes (Japanese)

会話や物語でよく使われます。「小声で」「怒りながら」「ひとりごとで」と組み合わせて使うことが多いです。ただ静かに話すだけでなく、イライラや秘密にしたい気持ちがこもる表現です。
